City takes correct course with propositions

I understand fully Americans’ disgust with the presidential election process.

It’s too long. It’s too costly. It’s too negative.

Contrast that, though, with how local governments do the job of engaging in the political process.

In Amarillo, the City Council and the senior municipal staff have done it the right way in the run-up to the Nov. 8 general election.

City Hall has placed seven propositions on the municipal ballot. They all total about $340 million. They cover a multitude of projects that the city has deemed necessary. State law, though, prohibits city officials from campaign actively for these projects. They include such things as street repair, Civic Center improvements, athletic complex improvements, parks, public safety and fleet vehicles.

I’ve commented on several of the propositions and will offer more comment on others in the days ahead.

My point today, though, is to offer a good word to the city for the way it chose to present these items.

Voters have the option of approving all, some or none of the measures. To that end, I congratulate City Hall for breaking these projects down in definable elements, giving voters the chance to decide which of these projects is important.

The city would issue certificates of obligation to pay for them. The level of increased property taxes would depend on how many of the ballot measures get voters’ endorsement in November.

This is good government at work. As I’ve noted many times in the past, it is at this level — the local level — where government has the most tangible impact on the lives of those who pay for it.

The city, to its credit, is acting as though it recognizes that reality.

Puppy Tales, Part 27

I’ve declared already my belief that we need to dump the term “pet owner” in favor of “pet parent.”

Toby the Puppy isn’t just our dog. He’s our baby. He’s our “good boy.”

He also isn’t just a possession. He’s a member of the family.

You have known this already, through the posts I’ve put out detailing our life with Toby, whom we acquired two years ago this month.

He joined our family in a most unexpected fashion. But it was no time at all before he captured our hearts. In fact, it well might have been love at first sight — for him as well as for us.

My wife and I have been married for 45 years. For most of that time we’ve had cats in our family. I can count precisely two dogs joining our family during that time. We had one in Portland for a brief period; after we moved to Beaumont, another pooch showed up one very hot, humid day in our garage. We had neither of those two dogs for very long.

All the while, we remained a cat family.

Toby joined us while we still had two kitties. They were getting older. Socks died suddenly in November 2014; we lost Mittens just this past February.

Neither of them were possessions, either. They were our babies every bit as much as Toby has been.

When we traveled two Germany and The Netherlands earlier this month, we took Toby to a pet spa, where he was treated well, spoiled and pampered.

We missed him terribly while we were away.

One does not miss something you “own.” Did I miss our car, or our pickup or our recreational vehicle? Did I miss the house we’ve called home in Amarillo for nearly 20 years? Not for one second.

Toby the Puppy? We missed him.

That convinced me beyond all reasonable doubt that one is not a pet owner. One is a pet parent — especially when the pet is as lovable as those who have come into our lives over the years.

Response times in APD chief’s sights

Amarillo Police Chief Ed Drain is a commanding individual.

As someone told me the other day, you know when Chief Drain walks into a room.

Thus, it is with that context established that Drain is setting out to fix what he believes is a potentially serious problem with the department. Response times need to be reduced, he says, and he plans to implement strategies to accomplish that goal.

Did I mention that he’s a commanding individual?

A study the city commissioned found that response times for APD were roughly double the length of time for other comparably sized departments.

That cannot continue.

Drain, who recently took over as the permanent chief after being appointed to the interim post by interim City Manager Terry Childers, wants to implement other improvements to the department. They involve possibly using more civilian personnel and tweaking the emergency call center operation, which already has undergone some significant overhaul over the past few months.

I’ve already commented favorably on Drain’s decision to re-deploy bicycle patrols in higher-crime neighborhoods, emphasizing community policing techniques that had been abandoned under the tenure of former Chief Robert Taylor, who recently retired.

Yes, the response times need improvement, as the study indicates. Someone in need — or in potential danger — must be able to rely on quick response when the call goes out.

Chief Drain strikes me as someone whose very presence can bring along those under his command to implement the changes he believes he needs to make.

By all means, let’s shorten those response times.

Searching for ‘Roadside Attractions’

One of my favorite answers to the question “How are you doing?” is one I heard years ago … but it bears repeating.

“If I were any better, I’d be twins.”

There you have it. Life is good.

One of the highlights of my recent life has been the opportunity to continue writing and reporting on the community where I live. My full-time job in print journalism ended four years ago, but I’ve stayed busy.

One of the gigs has been with KFDA-TV NewsChannel 10. The folks at the Amarillo CBS affiliate gave me the title of “special projects reporter” when I started writing a feature for NewsChannel10.com. We called it “Whatever Happened  To … ?” It told stories about the status of big stories and big promises.

My bosses at News Channel 10 decided that feature had played itself out. So, together we came up with another idea.

“Roadside Attractions” is its name.

You’ve seen those historical markers scattered throughout the Texas Panhandle, yes? They tell motorists about events that happened at those sites. If not precisely at those locations, then they point you to where the event took place.

We’re going to tell the stories of historical markers. The idea is to give us all a glimpse back at our past. They’ll tell us how this region has arrived at this point. We’ll post the stories on NewsChannel10.com each Wednesday as the station airs the segment telling viewers about the markers profiled that week.

The Texas Historical Commission says the state has about 15,000 such markers. The Panhandle alone has hundreds of them posted along our farm-to-market roads, our state highways and our two interstate thoroughfares.

I’m going to search them out.

I’ll have some help in telling those stories. My friends at the Panhandle-Plains Historical Museum in Canyon have been helpful in the extreme so far. They have pointed me toward local historians and have given me plenty of background on the markers.

You won’t mistake these pieces as being a version of “On the Road” series that the late CBS correspondent Charles Kuralt made famous many years ago. I’m not nearly that good a story teller.

I’ll do my best, though, to bring you slices of local history as told through these markers. They’re everywhere, man. I’ll find as many of them as I can.

Michael Grauer, associate director for curatorial affairs at PPHM, calls himself a “stopper and reader” of these markers. Perhaps we can entice more of our viewers to become stoppers and readers, too.

I want to thank my friends at NewsChannel 10 for allowing me to keep doing what I love to do. It’s been a blast so far.

AEDC comes up with lucrative offer for Tech

Amarillo voters approved an economic development corporation in 1989 for one purpose: to invest sales tax revenue in job-creation opportunities.

There have been a few misfires over the years. There also have been some spectacular successes. I hold up the Bell/Textron aircraft assembly operation as an example of success.

The AEDC has ponied up $15 million for Texas Tech University to build and operate a school of veterinary medicine in Amarillo.

Yes, this is a wise investment of sales tax revenue.

As the Texas Tribune reports: “Not only is this a wonderful opportunity for students seeking careers in veterinary medicine, particularly in a region known as the livestock capital of the United States, it’s an investment in our community and economy,” said Mayor Paul Harpole.

Is this a done deal? No. Texas A&M University, which has the state’s only veterinary medicine school, has objected. For the life of me, I don’t understand the objection. The A&M System is going to lobby the Higher Education Coordinating Board to deny Tech’s request for a new school in Amarillo.

The Tribune also reports: “Texas has a severe shortage of rural veterinarians who are crucial to the foundations of our economy, the vibrancy of our communities and the safety of our food supply,” said Tech System Chancellor Robert Duncan. “There is no better place to transform the future of veterinary education and answer this call than in Amarillo.”

AEDC spends money it collects in its half-cent sales revenue stream. It’s a wise use of sales tax. Tech officials estimate the vet school would create about 100 well-paying jobs. It’s a bit difficult to calculate the return on investment that those jobs would bring.

The return could be huge.

The coordinating board reportedly has expressed some concern about whether another vet school for Texas is even necessary.

My question is this: When did increasing educational opportunities for students interested in pursuing a valuable profession become a bad thing?

Panhandle Day: Does it produce tangible benefit?

I’ve long wondered about a Texas Legislature tradition.

It involves various regions of our state sending “delegations” to Austin during the Legislature’s regular session. They pack themselves into various modes of transportation and go to the state capital. They schmooze with their legislators. They slap themselves on the back. They enjoy meals and an adult beverage or three with each other.

They lobby their legislators about their regions’ needs.

The Texas Panhandle does it every other year. The Amarillo Chamber of Commerce is a key partner in this venture. Chamber bosses proclaim it a “success.” They have their voices heard.

I’ve been watching this spectacle from a distance for the past two-plus decades here in the Panhandle; I watched it — also from a distance — during the nearly 11 years I lived in the Golden Triangle.

Panhandle Day occurs every legislative session, along with Golden Triangle Day. Austin sends a delegation; so does San Antonio; same for the Metroplex; Houston-Galveston sends one.

My wonder involves how we measure the success of these schmooze-fests.

In my nearly 33 years living in Texas, I have yet to see an accounting of how these events actually benefit the region that sends these delegations.

Sometime next year, the Panhandle is going to gather up several dozen business, civic and local political leaders. They’ll go to Austin and talk about regional issues with state Reps. John Smithee and Four Price, both of Amarillo, and with state Sen. Kel Seliger, also of Amarillo.

Is it me or does anyone else wonder if we’re getting the bang for the buck we’re spending with the public money that’s spent sending these folks to Austin?

Is there tangible legislation being enacted? Are these groups able to persuade legislators to send money our way? Do certain regions of the state have more pull than others?

Are these “days” that the Legislature sets aside for various regions worth the effort?

Hey, man. I’m just wondering. I also am hoping to get a conversation started well in advance of the next Panhandle Day back-slap session.

Downtown changing its nature, one resident at a time

I’ve been enjoying the changes I see occurring in downtown Amarillo.

We all know about the construction underway: the Xcel office building, the Embassy Suites Hotel, the parking garage.

Another element is taking shape. It’s potentially the deal-maker for downtown’s revival.

It involves the continued development of urban residences.

The recently Lofts on 10th have received some recognition for their creativity. Other residences have been completed in an old warehouse not far from City Hall. The Eagle Center at the corner of Seventh and Tyler has housed downtown residents for years.

Where does this end? Does all this portend a growing new demographic among Amarillo’s population, which now sits at 200,000 … and growing?

My wife and I recently returned from Germany and The Netherlands, where one at times is hard-pressed to find single-family dwellings in the middle of great cities. There, urban life is a long-standing reality.

It has led to the “gentrification” of many neighborhoods, according to our German friends, who note that formerly run-down neighborhoods have become places that ooze with charm.

Sure, gentrification comes at a price. In many American cities, it drives up the cost of real estate and makes such property less affordable to those who cannot pay the cost of living in high-dollar downtown lofts or condos.

Amarillo’s transition — as I see it — appears to be well under way.

The ballpark construction will begin soon. Xcel Energy’s new office complex is entering its final stage of construction. The convention hotel will open soon, as will the parking garage.

Amarillo voters will get a chance to vote on seven propositions aimed at financing several key construction projects; one of them involves the Civic Center, which many foes of the ballpark said needs dramatic improvement.

It’s invigorating to see the changes that are afoot in a city that at times has resisted it.

Keep politics out of this parade

KGNC-FM radio in Amarillo asks for comment on whether a man who portrayed an “imprisoned” individual believed to be President Obama went over the line at the Tri-State Fair parade through the city’s downtown district.

I believe I’ll provide my answer here.

Yes, he crossed several lines. One of them was civility. Another was good taste. Another dealt with respect for the high office of president of the United States.

The individual reportedly was dressed in black. He was “contained” behind bars. There was a guy with a “Make America Great” banner standing on the wagon carrying the Obama-like “prisoner.”

Hmmm. Political? Do you think?

I consider it a disgraceful slight to the office of the presidency. It suggested that the current president needs to be locked up. For what, I don’t know.

You know the cliché about “time and place for everything.”

This kind of overt politicization need not occur in a parade meant to honor a community event, the Tri-State Fair.

What’s more, it need not disrespect the presidency of the United States of America.

Free speech? Political expression? It’s all protected by the U.S. Constitution.

The folks who run the Tri-State Fair, though, ought to set some standards for the kind of exhibits it allows to roll through public streets.

This one was disgraceful.

Puppy Tales, Part 26

You know about our trip to Germany and The Netherlands.

You also know about our return home aboard a packed Boeing 777 which included a toddler who wouldn’t stop screaming his lungs out for the entire 10-hour flight from Frankfurt, Germany to Dallas-Fort Worth International Airport.

Also, you know about some of the sights, smells and sounds we experienced in Europe.

Now for the best part: We picked up Toby the Puppy from the puppy/kitty spa where we boarded him while we were away.

I’d give anything to re-create the moment he recognized us when the young woman brought him out from the kennel area where he had been staying.

The joy was obvious in an almost human-like way when he jumped out of her arms and began showering us with kisses.

I actually had wondered: Would he be mad at us for leaving him for two weeks?

We got our answer the instant he laid eyes on us.

No. Not at all.

He is glad to be home.

I was reminded of a favorite comedian/singer of ours, Mark Lowry, who jokes often during his stand-up about dogs’ unmatched loyalty.

“Try locking your wife and your dog in the trunk of your car,” Lowry says. “Leave them in there for an hour — and then see which of them is glad to see you when you open the door.”

AMA may get big new service boost

Perhaps you’ve experienced this bit of airline travel frustration flying out of Amarillo.

You book a flight, say, to San Francisco. But to get there you have to fly about 90 minutes east to Dallas-Fort Worth International Airport, where you board another aircraft and re-fly across land you’ve just watched out your window as you zoomed toward the Metroplex.

That might change significantly.

Amarillo aviation director Sarah Freese is negotiating with American Airlines to add another non-stop flight west to Phoenix — the one way out there in Arizona.

Thus, the notion goes that air passengers might stand a better chance of avoiding the dreaded re-flyover routine.

This is good news for those of us who like fly west once in a while.

Understand this: I don’t fly too much. I do venture back to my hometown of Portland, Ore., on occasion. Sure, I can get there with stops in Denver or Las Vegas, which are served by United and Southwest Airlines, respectively from Rick Husband Amarillo International Airport.

The Phoenix route, though, gives travelers from AMA another option that might help them find a better fare than they otherwise would pay.

Freese received a Transportation Department grant to enable the city to seek the Phoenix connection.

The aviation director noted that flying east “when you want to go west” makes you “want to beat your head against the wall.”

Amen to that.

Let’s hope the city finalizes the Phoenix route soon and makes even better use of its still-shiny new airport terminal.
