Timing creates strange juxtaposition

The great baseball slugger Ted Williams used to say that “timing is everything” in hitting a baseball.

Thus, the timing of Amarillo’s announcement that it is filling some key administrative positions seems a bit curious.

Why? Well, the city just decided to absorb some key economic development duties, wresting them from Downtown Amarillo Inc., the non-profit agency that has developed a stellar track record in the revival of the city’s downtown district.

So, with the city still lacking individuals filling key administrative posts, it decided to bite off a huge chunk of responsibility from an agency that had been led by someone who’s an expert in the duties that City Hall now wants to take on.

DAI executive director Melissa Dailey is out of the picture. She quit her job this past week on the day before the City Council voted to place those economic duties in the hands of City Hall staffers.

A friend of mine noted on social media today that DAI “is a lot better at that sort of thing. Too bad our City Council is too shortsighted to realize that.”

Yes, it does strike me as curious that the city — which lost its city manager, its assistant city manager, city attorney and utilities director all in the span of a few weeks — would seek to take on an enormous task that had been done so well by another agency.

It’s the timing, man.

Amarillo’s downtown district boasts a single structure that you could call a “skyscraper.”

The Chase Tower looms 31 stories over the city and from that top floor one can get a breathtaking view of our spacious landscape.

When you look east from that tower, though, you don’t have to cast your gaze toward the horizon to see the sure sign of change that’s occurring.

Look down just a bit at the Civic Center, City Hall, at the Globe-News Center for the Performing Arts and you see some serious work being done.

You’ll see two vacant lots that have been cleared out. Look a bit south of those two lots and you’ll notice a new structure rising up from the dirt; that would be the new Southwestern Public Service office complex.

The two lots? They’ll belong to the Embassy Suites convention hotel and a parking garage. Site preparation has begun on those two sites.

Oh, and just a bit farther east, right across the street from City Hall, you’ll see another parcel of property. At the moment it contains some vacated buildings once occupied by the Coca-Cola Distribution Center; the Coke operation has moved to a business park and soon the buildings left behind will be razed to make room for “the ballpark.”

I have the privilege of looking at all that change each week when I attend the regular Rotary Club of Amarillo meetings at the Amarillo Club atop the Chase Tower.

I do enjoy seeing the change from week to week that’s occurring on the sites. The SPS building seems just a tiny bit closer to completion; the convention hotel site and the parking garage lot are getting prepped to a little greater degree.

To be candid, I remain a bit surprised that so much work has been done on these downtown improvement projects. After the tumult associated with this past spring’s municipal election that brought us three new City Council members who didn’t seem as dedicated to the project as their predecessors, I feared the worst. I feared that the work would come to a halt.

It hasn’t.

The multipurpose event venue appears to be inching toward its start; the downtown convention hotel and the parking garage are about to take some form.

Amarillo’s downtown business district is going to reap the benefit of the change that’s coming its way.

As the center of the city improves, you can take my word for it: So will the rest of Amarillo.

DAI getting support from AMM

Downtown Amarillo Inc.’s future might be getting a bit murky.

Why? Well, that’s what a political organization comprising some young Amarillo residents wants to know.

Amarillo Millennial Movement has posted a video proclaiming the successes that have occurred in downtown Amarillo since the founding of DAI.

The Amarillo City Council is considering some major reconfiguration of downtown’s redevelopment strategy. DAI might not figure nearly as prominently in future economic redevelopment efforts.

The council might move some of the economic redevelopment efforts directly into City Hall, which would reduce significantly DAI’s role in future efforts.

AMM’s video cites a number of successful projects that have begun or been completed while DAI — a non-profit agency — has been on the job.

The Fisk Building revival? New lofts along 10th Avenue? Park development near the Potter County Courthouse? New commercial development? Street improvements? Ground being broken for the new Embassy Suites Hotel and for the new parking garage?

AMM wants DAI to stay on the job and is using social media to lobby the City Council to keep the agency as a viable economic development tool.

I happen to agree with AMM’s request.

I am acutely aware of the criticism that DAI has drawn from some quarters here and there in the city. But as I look at how downtown has progressed over the past few years, I keep wondering: Precisely why is this agency being singled out?

City Councilman Brian Eades remains a strong proponent for DAI. He said the other day that DAI “has been more responsible for the success we’ve had than any other entity.” He added that DAI comprises “experts at this and they’ve done a good job.”

So, why the rush to change what appears to be a successful formula for guiding the city toward a brighter future?

 

Amarillo council sets down rules of conduct

Does a governing municipal council really need to be told — in writing — how to behave when it’s conducting the public’s business?

I guess the Amarillo City Council needs such rules spelled out.

Whatever. It’s good to know the council has accepted the rules on how to behave in public.

The council adopted a set of rules that requires council members to, um, act like adults. Interesting, yes?

The new rules require council members to: maintain order and decorum at council meetings and obey the mayor’s edicts; treat each other and city staffers with courtesy and respect; refrain from using their position to obtain special privileges; and refrain from condoning illegal or unethical behavior.

It fascinates me in the extreme that the council felt the need to adopt these rules and codify them in writing.

Every single one of those guidelines seems as though they always would be understood from the beginning.

A lot of things changed when the City Council took office this past spring. Three new guys joined the five-member council. They promised “changed,” and delivered it in spades. Some of it was good. Some of it was, well, not good. One of the not-good elements emerged quickly as at least one of the new council members began arguing publicly with Mayor Paul Harpole about this and that policy matter.

What’s more, the call for former City Manager Jarrett Atkinson to resign right out of the chute was seen as, well, far less than respectful  . . . not to mention the demand that the Amarillo Economic Development Corporation board be fired summarily.

Change? Yeah, we got it, all right.

Now, though, the change that voters said they wanted has been tamped down a bit to require a level of decorum.

The Amarillo City Council is acting like a collection of grownups — even as it puts its rules of behavior in writing.

 

Will this ‘movement’ keep its momentum?

Amarillo gave birth earlier this year to something called a “movement.”

It comprised a group of young residents who became inspired by the city’s effort to revive its downtown district.

It called itself the Amarillo Millennial Movement, as its members were mostly of the millennial generation. Young folks. Engaged. Energetic. Articulate. Ready to rumble.

They took up the cudgel for the multipurpose event venue that had been placed on the ballot in a non-binding referendum. The MPEV issue won the voters’ endorsement. The City Council then ratified those results and handed the project off to the Local Government Corporation. Make it happen, council members told the LGC.

Meanwhile, it’s to ask: Will the Amarillo Millennial Movement stay engaged in the process as it moves forward?

I became acquainted during the year with a couple leaders of this movement, the AMM. Their enthusiasm impressed me greatly and I share their happiness with the results of the citywide referendum.

It doesn’t end there. Movements by definition need to grow. They need to build on their success and strive for more successes.

I trust that AMM will keep its eyes on the LGC, the council, Downtown Amarillo Inc., City Hall’s senior administrative staff. Keep poking, prodding, needling if you must.

Do not be afraid to speak your mind. I, for one, am tired of hearing the same, tired old voices. A group of younger voices has spoken out on an important project for their city. Keep it up!

Code of conduct? Go for it!

Amarillo’s City Council might be heading for perhaps its most productive round of change yet.

Council members are considering the adoption of a code of conduct for the governing body.

The five-member body met in a work session and decided to consider such a code that governs now council members interact with the public, city staff and each other — and how the council should operate in executive, or closed, session. As Councilman Brian Eades — the council’s senior member — noted of the proposed code of conduct, “It’s something we’ve never had to have before.”

Perhaps it’s time.

Yes, council members have behaved badly at times since the new crew took office this past spring. There’s been a good bit of public sniping, some snarkiness among council members and allegedly some hard feelings among council members and certain city staff members.

The code ought to include how the council should conduct itself when it’s meeting officially in public session. It also ought to stipulate — and I do not know if city guidelines do so already — that council members should not interfere with staffers’ performance of their duties as instructed by their administrative supervisors.

I had heard through some back channels that there had been a bit of administrative meddling from council members in that regard; if so, that has to stop.

The three newest council members ran on a platform of “change.” Some of it has been good; some of it has been, well, weird.

If the change agents who were elected are ready to adopt a comprehensive code of conduct that ensures professionalism and collegiality — even in the face of disagreement — then the city will be making some serious progress.

Go for it, gentlemen.

Change came to Amarillo City Hall this past spring with the election of three new City Council members.

Some of the change wasn’t so great, such as the call from two new members immediately upon taking office for City Manager Jarrett Atkinson’s resignation and the firing of the Amarillo Economic Development Corporation board.

Atkinson, realizing that he couldn’t work constructively with the new council, eventually did quit; the AEDC board is still there. Atkinson’s departure was a definite downer for the city, but the council has hired a capable man, Terry Childers, to serve as interim city manager.

One or two of the new guys got into public spats with Mayor Paul Harpole. That wasn’t good, either.

The council, though, has implemented a new procedure that I find quite appealing. It moved its regular Tuesday meetings to 5:30 p.m., rather than at 3 p.m.

The idea was to enable more residents to attend council meetings after work hours. The 3 p.m. meeting time was inconvenient for a lot of residents. They expressed their displeasure many times over the years.

The council did begin meeting occasionally later in the evening; it took its meetings into neighborhoods, giving council members a chance to hear residents’ concerns while sitting in their constituents’ own back yard.

I like the notion of meeting at 5:30 p.m. I also like the idea that more residents will be able to attend these sessions, to see and hear their elected representatives and to engage them personally during the “public comment” portion of the council meetings.

Perhaps with more people getting engaged in these proceedings we can stop hearing the constant carping — from the vocal minority of gadflies — about the bogus “secrecy” that allegedly shrouds so many of the council’s actions.

Now … let’s get busy.

 

City still needs water expertise

Jarrett Atkinson brought some rare knowledge to his job as Amarillo city manager.

He’s no longer in that spot, but the need for that knowledge remains.

Atkinson is a highly regarded expert on water management and acquisition. Prior to taking over as city manager he served as an assistant to the then-manager Alan Taylor; and prior to that he served as the chief water-planning guru for the Panhandle Regional Planning Commission.

In a six-minute interview with my friend Karen Welch at Panhandle PBS, one gets a sniff of Atkinson’s expertise on water issues as he and Welch talk about some of the challenges facing city government.

Take a look.

Atkinson was essentially forced out of his job by a dramatic change at the top of City Hall’s governance. Three new City Council members were elected in May and they brought a brand new approach to governing. Atkinson is too much of a gentleman to have said it out loud and directly when he tendered his resignation, but it’s fairly clear he couldn’t work with the new council majority.

The city’s downtown revival is going to proceed. Where it will end up remains anyone’s guess at the moment.

It’s that water issue that also must remain at the top of the city’s agenda. Without water, Amarillo cannot function. Atkinson speaks with easy eloquence about the technical issues relating to drilling for the water, pulling it out of the ground and quenching the city’s thirst for well past the foreseeable future.

The city’s near- and long-term water needs will be met through the purchase of water rights, Atkinson assures Panhandle PBS viewers.

That’s fine. The city will miss his knowledge, though, on managing that priceless resource.

My hope is that the next city manager — whether it’s the current interim boss, Terry Childers  or someone else — brings water management knowledge to the job, even though Atkinson’s depth of expertise on the subject will be difficult to duplicate.

 

Start thinking creatively about MPEV uses

The cockamamie decision to merge the Amarillo minor league baseball team with the team in Grand Prairie seems to have gummed up the works in Amarillo’s planning to develop its downtown event venue.

It shouldn’t.

By definition, the place would be home to multiple uses. Hence, the name “multipurpose event venue.”

The City Council has ratified the voters’ decision to proceed with the MPEV. The ball — so to speak — is now in the hands of the Local Government Corporation, which the council created to carry out council policy.

The baseball franchise merger was announced as being for the 2016 season. The Thunderheads and the AirHogs will play 50 “home” games, with 25 of them in Amarillo and 25 in Grand Prairie. The league where the teams play said in a statement that it expects the teams to return to their home fields perhaps by 2017. We’ll see about that.

Does this mean the MPEV is a non-starter, that the ballpark element no longer will be applicable? Not in the least.

Multipurpose, remember?

The $32 million venue will have 4,500 or so permanent seats. That’s enough to accommodate a well-run Class AA baseball team. Once they break ground on the venue, my hope would be that the Chamber of Commerce, the Convention and Visitors Council, Center City, Downtown Amarillo Inc., City Hall’s senior administrative staff and anyone else with a bright idea or two start a coordinated marketing effort to bring that franchise to Amarillo.

Meanwhile, there are plenty of other opportunities to use that complex. There has been talk of “family nights,” of church-related events, downtown-related parties and perhaps even outdoor concerts occurring at the MPEV.

Are any of these out of the question? Not by a long shot.

Like a lot of other Amarillo resident, I also am scratching my head over this franchise-combo idea. On the surface it looks for all the world like a loser for both cities. To be candid, I don’t know how this is going to work well.

The goofiness of this decision, though, need not preclude the attractiveness of a new sports/entertainment venue in downtown Amarillo. If it means doing business with another league and another baseball franchise, then that’s fine.

The task, though, rests with the marketing experts who can make it work.

 

 

Time for LGC, council to move forward

An interesting tidbit has come from Tolk Persons, a supporter of Amarillo’s proposed multipurpose venue/ballpark.

He writes in response to another social media post: “The LGC shall provide project status reports to the City Council monthly or as requested by the Council,” citing Section 2 (D) of the resolution that the council endorsed at its regular meeting.

The Amarillo City Council voted unanimously Tuesday to proceed with development of the MPEV as dictated by the results of the Nov. 3 municipal referendum. It handed off the implementing of city downtown redevelopment policy to its appointed Local Government Corporation.

It did not abandon its oversight of the effort to revive downtown. It has made sure that the LGC keeps the city — meaning the public informed along the way as it proceeds with the $32 million (give or take) MPEV.

There will be public accountability built into this process. The LGC, which comprise some new members — some of whom had opposed the MPEV as it was designed — is now on the hook to do the City Council’s bidding.

Of course, the council — which also comprises a majority that opposed the MPEV — should be held accountable for its own actions.

If the council is going to keep faith with what the majority of voters said they want — which is to build the MPEV and keep the momentum going for downtown’s redevelopment — then it must ensure that the project keeps moving forward.

If the LGC drags its feet, the council must insist that it stop doing so.
