{"id":534,"date":"2013-03-02T00:25:00","date_gmt":"2013-03-02T00:25:00","guid":{"rendered":"http:\/\/highplainsblogger.wordpress.com\/2013\/03\/02\/legislature-showing-signs-of-sanity"},"modified":"2013-03-02T00:25:00","modified_gmt":"2013-03-02T00:25:00","slug":"legislature-showing-signs-of-sanity","status":"publish","type":"post","link":"https:\/\/highplainsblogger.com\/?p=534","title":{"rendered":"Legislature showing signs of sanity?"},"content":{"rendered":"\n<div class=\"twitter-share\"><a href=\"https:\/\/twitter.com\/intent\/tweet?via=jkanelis\" class=\"twitter-share-button\">Tweet<\/a><\/div>\n<p>Reason and a semblance of sanity may be returning to the Texas Legislature \u2013 or at least to a key state Senate committee.<\/p>\n<p>The Texas Senate Education Committee has recommended returning $1.5 billion to the state\u2019s education fund, which would return some of the money that\u2019s been slashed from public education during the past two legislative sessions.<\/p>\n<p><a title=\"http:\/\/www.texastribune.org\/2013\/02\/28\/senators-add-15-billion-public-education-budget\/\" href=\"http:\/\/www.texastribune.org\/2013\/02\/28\/senators-add-15-billion-public-education-budget\/\">http:\/\/www.texastribune.org\/2013\/02\/28\/senators-add-15-billion-public-education-budget\/<\/a><\/p>\n<p>The panel\u2019s recommendation restores $40 million for pre-kindergarten programs and $20 million for the Virtual School Network.<\/p>\n<p>Understand that this by no means a guaranteed restoration of the money. It has to be approved by the full Senate, by the House of Representatives and signed by Gov. Rick Perry, who\u2019s made a lot of political hay in recent years by decrying what he calls \u201cwaste\u201d in government.<\/p>\n<p>But the money should be restored because it is \u2013 to coin a phrase popular among liberals \u2013 an \u201cinvestment\u201d in the state\u2019s future. <\/p>\n<p>The state\u2019s 5 million public school students deserve support from our elected representatives. Does more money guarantee that those children will get a better education? Of course not. The quality of their education depends on the quality of their teachers, the involvement of their parents, their physical health, whether they get enough to eat and a long list of other ancillary factors.<\/p>\n<p>Texas, though, cannot continue to cut education because it cannot find expenses to cut in the vast array of other programs. Legislators and their watchdogs can find plenty of waste throughout the state budget. <\/p>\n<p>I do not intend to suggest that public education should be immune from careful scrutiny.
